Letter From Obamaland: Getting Those Pesky Bills Through Congress

Martin McCauley reports from the United States: The climate and energy bill scraped though the U.S. House of Representatives by 219 votes to 212 last Friday. The House has a Democrat majority. However, 44 Democrats voted against the bill and 8 Republicans voted in favour. Much was made on television of the length of the bill which runs to over 1,000 pages. How many of those who voted in favour actually read the whole text? My guess is that very few, if any, did. This is the tactic now being adopted by the President when he wishes to get contentious legislation through. Provide mountains of text and next to no time to read or peruse the proposed bill. Look out for many more examples of this tactic in the months to come. Make no mistake about it, this President is intent on changing America. Whether it is for the good is quite another matter.The climate and energy bill still has to get through the Senate. It has a Democrat majority but that is no guarantee that the bill will be voted through. The Mid Western states especially are very critical of the new taxes which they maintain will cost jobs and bankrupt businesses.

So how does the President get his way? By giving those Democrats who oppose the bill a sweetener. Who could resist the temptation of millions of government dollars flowing into your state? Needless to say the government does not have the money to be generous. Where will it come from? The Federal Reserve will simply print the money. No wonder there are many citizens who are angry at a President who is spending money he does not have.
I am in the state of Wisconsin which is north of Chicago. The mood is pessimistic. One person said to me: ‘Enjoy America before it goes down’. I told him I would but the rest of the world was also going down. I had to say something positive to cheer him up.

They have a scrap your old banger incentive scheme. It is called ‘cash for clunkers’. The goal is to take fuel inefficient cars off the road. If your old banger was made in 1984 or later and does less than 18 miles per gallon you can trade it in. You get up to $4,500 towards a new, more fuel efficient one. However, top of the range Mercedes and Lexus do not qualify. The new car must not cost more than $45,000. Already the system is open to fraud. Just buy an old wreck for $500 and you stand to get $4,500 in return. Of course, you have to buy a new one. However, you can sell it immediately. Get all your friends to do the same and you are on easy street. Who said that capitalism is dying in America? President Obama’s legislation is spawning a new group of entrepreneurs whose objective is to beat the system. The only work they have to do is to figure out how to defraud the state. It is like Prohibition (banning the sale of alcohol) all over again.

Roll on the next piece of idealistic legislation! The sharks and wolves are gathering already. By the way, the President thinks that if America shows the way on energy saving the rest of the world will follow. He is living in cloud cuckoo land. The Chinese have already said they have no intention of cutting back CO2 emissions. By 2010 or 2012 greenhouse emissions will be greater than now worldwide. Obama’s programme will have practically no effect.

    All congress needed to do to stimulate car sales was simply allow taxpayers who donate car to charity to claim the book value on their taxes. Under this plan all vehicles are eligible and there are virtually no administrative costs.
